PROJECT MANAGER - ARABIC SPEAKER

Muscat, Muscat Governorate, Oman

Job Summary: The Project Manager in the public sector is responsible for planning, executing, and finalizing projects according to strict deadlines and within budget. This role involves coordinating the efforts of team members and third-party contractors or consultants to deliver projects according to plan. The Project Manager will also define the projects objectives and oversee quality control throughout its life cycle.

Key Responsibilities:

  • Define project scope, goals, and deliverables that support business goals in collaboration with senior management and stakeholders.
  • Develop full-scale project plans and associated communications documents.
  • Estimate the resources and participants needed to achieve project goals.
  • Draft and submit budget proposals and recommend subsequent budget changes where necessary.
  • Direct and manage project development from beginning to end.
  • Develop and deliver progress reports, proposals, requirements documentation, and presentations.
  • Coach, mentor, motivate, and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work.
  • Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
  • Liaise with project stakeholders on an ongoing basis.
  • Identify and resolve issues and conflicts within the project team.
  • Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
  • Conduct risk assessments and implement risk mitigation strategies.
  • Define project success criteria and disseminate them to involved parties throughout the project life cycle.
  • Conduct project post mortems and create a recommendations report to identify successful and unsuccessful project elements.
  • Ensure that all projects are delivered on time, within the scope, and within budget.
  • Comply with all relevant public sector policies, procedures, and regulations.
  • Prepare and present detailed reports on the status of all projects.

Qualifications:

  • Bachelors degree in Project Management, Business Administration, Engineering, or a related field.
  • Masters degree or PMP (Project Management Professional) certification is preferred.
  • Minimum of 8 years of direct work experience in a project management capacity, including all aspects of process development and execution.
  • Experience in managing projects within the public sector is highly desirable.
  • Strong familiarity with project management software (e.g., Microsoft Project).
  • Excellent communication skills, Fluency in Arabic and English. Both written and speaking
  • Strong interpersonal skills and the ability to interact effectively with diverse groups.
  • Solid organizational skills, including attention to detail and multitasking abilities.
  • Knowledge of public sector processes and regulatory requirements in Oman.
  • Understanding of financial management and budgeting principles.
